IN THE WORLD

I.E.RE.SP. , was created by a group of experts in the world of emergency management, united by important experiences gained in worldwide industrial contexts, active in the promotion of safety culture, in grown and qualification of the specialists in industrial rescue operation

MISSION

In Europe, there is currently no specific regulation of the competent person in Industrial Rescue management.

These figures are technicians who, according to specific technical&sanitary competence and proven field experience, are responsible for coordinating, planning and executing operations in multifactorial emergency situations. Especially, with particular reference to assistance safety job activities and rescue of an injured person in all industrial contexts.

This opertion can perform in all industrial context, including areas with presence of dangerouse substances (explosive and non breathable atmosphere), in work at height and in places definable as Confined Spaces (with reference – indicative and not exhaustive – to NFPA 350, 29CR OSHA 1910.146 and 1926: 1200, HSE Confined Spaces Safety Act and, in Italy, to suspected pollution confined according to Presidential Decree 177/2011).

The primary purpose of IERE.SP. , is to give a concrete and specific definition to these skills, so as to be able to code objective criteria that allow the valorization of abilities acquired, in order to complete the specific attitudes required of professionals working in this specific sector.

IERE.SP. , therefore, intends to recognise and define the qualifications characterizing two different professional figures:

Industrial Rescue Operator (competent person in rescue operation)

Level 1 – Operator

Level 2 – Supervisor/specialist

Level 3 – Trainer/assessor

Industrial Rescue Expert (competent person in emergency management)

Level 1 – Safety/emergency coordinator

Level 2 – HSE manger, Engineer/Specialist

On that basis, I.E.RE.SP. wants to propose a formal certification system that, at the conclusion of experiences assessment and a proper training course, will attest the acquisition of specific skills (according to the European Qualifications Framework – EQF).

In this context, four different areas of competence in industrial rescue operation an management were identified:

– Emergency Management

– Casualty management

– Rope access techniques

– ATEX/unbreathable atmospheres

Research & Development I.E.RE.SP. Departement, carries out a continuous analysis about most recent works at height, respiratory protection and medical devices, in order to updating procedures an techniques.

Training programs will be scheduled at accredited training centers, where formal assessments will be carried out to obtain the various qualifications required.

CERTIFICATION

 THE I.E.RE.SP. SCHEME

I.E.RE.SP. identifies the figures of Industrial Rescue Operator and Industrial Rescue Expert, according to high quality standards and after severe on the job testing.

I.E.RE.SP.  admit a procedure to recognice skills already acquired and, in order to recognize it, plan training courses and methods of recognition.

As already told, IERE.SP. operator an expert in Industrial rescue, are all those workers who, in relation to specific skills and proven experience, are responsible for coordinating, planning and executing operations deriving from multifactorial emergencies in industrial contexts.

The figures can operate in the field of technical / health emergencies management, with particular reference to the assistance and rescue activities of an injured person or person suffering from illness

In confined spaces (with reference to the NFPA 350 standards, 29CR OSHA 1910.146 and 1926: 1200.

Inaccessible places or in general with difficult to access and evacuation

Works at height

Unbreathable atmosphere

In particular, he can operate in all places related to industrial activity, in which something dangerous would happen:

industrial and naval context (on-shore and off-shore)

Oil&gas, petrochemicals and pharmaceuticals

Power plants

Paper mill

Glass factory

Foundries

In general impervious places in the field of industrial contexts

Moreover, the activities include atmospheres dangerous for under-oxygenation, presence of hazardous airborne chemical agents and / or explosive mixtures, physical agents, biological agents and access / exit difficulties.

I.E.RE.SP. identifies the figures of Industrial Rescue Operator and Industrial Rescue Expert, recognizing the skills already acquired, according to high-quality standards and planning specific training programs.

For I.E.RE.SP. , Industrial Rescue Operators and the Industrial Rescue Expert include all those workers who, in relation to specific skills and proven experience in the field, are responsible for coordinating, planning and executing operations deriving directly from multifactorial emergencies in industrial contexts.

The figures can operate in the field of technical / health emergencies management, with particular reference to the assistance and rescue activities of an injured person or person suffering from illness in all industrial, naval (on-shore and off-shore) contexts, inaccessible places or in general difficult to reach, including those subject to major-accident hazards, in works at height and in places definable Confined Spaces with reference to the NFPA 350 standards, 29CR OSHA 1910.146 and 1926: 1200.

In addition, their skills include hazardous atmospheres for under-oxygenation, presence of hazardous airborne chemical agents and / or explosive mixtures, physical agents, biological agents and access / exit difficulties.

The characteristics of the Industrial Rescue Operator and the Industrial Rescue Expert, include adequate knowledge in the jurisprudential, regulatory and technical aspects in health and safety regarding the workplace and the management, relational, leadership and coordination skills of the prevention activities and risk protection. The Industrial Rescue Opearator and the Industrial Rescue Expert, according to their specific skills, can carry out training, consulting, studies and research activities in the field of industrial rescue.

THE TECHNICAL-SCIENTIFIC COMMITEE

The I.E.RE.SP. Technical-Scientific Committee is made up of experts from the world of work, scientific and technological research, who work in the field of industrial rescue and the protection of health and safety in the workplace. It is a body with advisory functions whose task is to provide opinions and judgments qualified from a technical / scientific point of view regarding legal interpretation, development of relief activities, revision and improvement of intervention techniques and procedures, study of materials and equipment.

IERESP on Maintworld Journal

The President of IERESP, Ing. Adriano Paolo Bacchetta, is the author of an article in the Maintworld magazine in which he illustrates the functions and role of Industrial Rescuers in the context of maintenance activities and the activity carried out by the Association.

Maintworld is the first and only pan-European publication from EFNMS (European Federation of National Maintenance Societies vzw. Based in Brussels) and is approved by all its 22 member state companies.

Another step for IERESP that continues in its activity of consolidating relations at an international level.
